These qualities placed emphasis on a range of values, including awareness of the needs of others, tolerance, equality and inclusiveness.

The effective teachers demonstrated the place of citizenship in their classrooms by, for example, naming appropriate behaviour for particular classroom activities, demonstrating their acceptance of each child's efforts and encouraging the class to celebrate their classmates' achievements.
